Valve expressly banned the selling of accounts and I think I've heard about them following it up but only because people were stupid enough to advertise on Steam's own forum, which yes is directly undermining sales and has other implications such as getting badges you have not earned for achievements ingame, and I can see why the community would be upset by it as much as the company.
